No you can get in there without finishing and without double jump but you can't open the case until you have the key

If you have the key card from Adam Smasher after finishing “chip’n in” mission, go to the door and simply scan it and select “REMOTE DEACTIVATION” and the panel at the door will bypass the code and open the door automatically.
I managed to get in the room but the case says “locked” for me even though I finished the mission and I have the card from Adam Smasher.
