Thanks another great video dude. I think the mods Unlock Nightcity and City H4ck would allow you to reactivate elevators that are unusable and unlock removed floors (like the NCPD floor in your last video). Might be helpful for your future exploration
It's just facade modelled with some 3d templates so there is something to see while looking down from V apartment level corridor – so player gets the impression that the building looks alive and populated to improve immersion. It doesn't look like anthing finished or intended for actual gameplay. You get junk items and medkits everywhere in the city so this is probably a part of randomized templates. Maybe they will add some playable content there with DLCs someday.

Back in the day it wasn't that bad, but nowadays it's almost normal to rush a game's release. :/
Cyberpunk has great and touching storyline, amazing gameplay but there's just too much awesome cut stuff.
