I think it is bugged for me. Can't see claire when I go to the garage to start the quest. The door is shut. And it is the same time as yours too. (10AM)
This mission is bugged on my copy. Wasted an hour on this storyline, but after Sampson crashes his car, V and Claire are stuck in the car. Can’t move, exit, or do anything.
For those who have trouble that Claire always kill Sampson, use this https://www.youtube.com/watch?v=Nc6il3E5n2A its very recommended that you save the game after the dialog after race 3 and RESTART the game as said in video, I did this and it worked for me.
after i accept the quest, claire doesnt call me back after a 24h skipped time… any1 has the same issue?

I did exactly same things but she still kill him!
so after i finished the 3rd race, i decided to hop on claire's truck. know what i discovered? she drives in a freakin circle lol
i did the same exact choices i saw in your video to save sampson, and claire still kills him. i honestly dont know why that is
So I went back and made sure to select option 2 after the third race but no matter what I do, Claire says "You may be right V but I don't give a shit." and still kills him. I have no idea why.
3rd option is the best
I finished the race and got first place.
What vehicle should i buy for the race
This shows that they could have implemented the arrows on the road. It was so much easier to navigate with the races but when you use your minimap you'll end up missing turns.
I chose the 2nd option at 34:52 but she still killed Sampson…

By far the worst mission ever in any RPG. Why does every open world game feel the need to have at least one racing quest. smh
ya know i can imagine how many guys that are against trans fell for Clare and when she said that one word they were like What the fuck hahahaha i bet she pulled a fast one on a hell of alot of people (claps)
