Short answer: V
Rache, easily. When it comes to net prowess the only things that come remotely close are Spider Murphy(his apprentice) and the RABIDS mutated AI (which are basically his children, and the whole reason Song is even able to do half the things she does)
The thing about V is that they’re small fry compared to all these legends in Night City. Vs story is important to us because we play as them. But In the grand scheme of things will night city remember V like it does Johnny Silverhand or Morgan blackhand or Adam Smasher? In most endings of the game V is gonna be forgotten pretty quickly. Either because they chose to get fixed by Arasaka, the FIA or they’re gonna run off with the Aldecaldos.
Sure V can end up being a pretty powerful character towards the end. And becomes a legend for the solo and rogue endings. But there’s the feeling that V can’t ever be as dangerous or as powerful as these legends such as those solos or the scary netrunners that you encounter.
In the end your only memorial will probably be a drink named after you at the afterlife.
Me
Me, the player.
I think each one has really great bullet points and none of them can really top each other. They are professional netrunners in their own right. Bartmoss might not have been able to make soulkiller like Cunningham did, but he made the R.A.B.I.Ds. THE A.I that everybody shits their pants over. Songbird managed to tear a chunk off the Blackwall, a feat in itself, and use it as a tool. It backfired on her, but she still managed some semblance of control over it for a bit. Lucy grew up in the net almost literally. After everything Night City threw at her, she's one of the only characters to make it out alive. That there is almost impossible for most in her shoes.
