You can't change your gender because it breaks the game, once your gender is picked it's baked into your savegame file
Fun fact, I was looking through the decompiled repo for the game. 1.3 had 49k additions, 1.5 had 52k and 1.6 had only 17k. Seems like CDPR have finished rewriting and overhauling all the backend systems and are now transitioning to adding more features/content.
