But with the right build – Gorilla Arms, for example; you can bloody well fist-fight him to death. Also if you had the Threat Detection implants during the prologue, you could see that he detected you back in the Arisaka murder scene.
This contrasts more than a bit to Adam Smasher in the TTRPG. He's a "The DM is sick of your shit" type character, built specifically for mollywogging entire parties of player characters. It's like if you end up seeing an old man sitting on a log, kindly feeding seven canaries – this is a staple of pen-and-paper games since time immemorial.
