Yesss, I love HEALTH!!!
You were right on, this plays on an in-universe radio with all unique music made for it
So the way the radio songs worked in Cyberpunk, for a vast majority of the songs the artists used different names so they could write the songs just for the game without it being attached to their specific brand or label or what have you. So in this case, HEALTH is the actual name of the artist, and Window Weather is the fake/in universe name that they used for the game.

As someone else pointed out, HEALTH is the actual band, and Window Weather is the in universe name for them.
HEALTH itself is responsible for the entire Max Payne 3 soundtrack and even had an entire album dedicated to working with other bands like NIN.

Dont know if you like anime or not but theres a phenomenal show called Cyberpunk Edgerunners. its a stand alone story separate from 2077 and it utilizes Several of the songs from the game as its OST. The scenes where this song is used hit hard

If you want something with a bit more energy from this game for next time, Resist and Disorder by "Rezodrone" is a good one. The artist is Jason C Miller under another name (HEAVY contributor to the music of Metal Gear Rising)

Cyberpunk 2077 now after fixes is really amazing game and have so manny radio station .Variation music is insane from techno ,jazz,rock ect.. to death metal one.
This does play on the radio, but also during certain quests. This and Never Fade Away are my 2 favorite songs in the game, but it has a lot of great tracks overall.
