this combat system was probably cut very late in development because in one of gameplay videos that was released few months before launch there was "Combat mode" but when the player was in vehicle
I see there is even a working animation for the window to get open
Just a theory, but when this feature was (probably) cut in late development (because it was buggy), a lot of other stuff related to this feature was needed to be cut too. Maybe that's why we don't got more or less working police chases, I mean you aren't able too shoot back so why keeping it. Maybe this effected different side quests & the earlier showed "random encounters" too.
If you all want some more development insight, the lead quest designer is doing a let's play. Pawel Sasko on YouTube, it's extremely well timestamped too.
actually you can shoot trought the driver sit, but it's very difficult to do that, it's like looking for a needle in a haystack, I did it from the seat of a Chevillon Emperor 720 NCPD, unfortunately I did not record it and I have not done it again, I really do not know what happened, maybe it could be a bug because the gun was in the right hand and not the left
This was a bug? I just thought the window sitting thing was a normal feature that was useless.
Again, this is so confusing, Drive by's and vehicle combat has been a staple of These types of games since GTA on the Gameboy, talking 25 years of this…. how did they botch this too?
These videos give me hope that cool things like this could hopefully be added back in eventually

In leaked footage (the fallout of CDPR hacking) there was a moment that was clearly a 2020 build that had vehicle combat mode option enabled.
So I'm 99% sure they cut it really late into developement.

In quantum break there's a few doors that look like you can go through the doors with red locks on the door just before you head to Bradbury pool
When I get in the back of the Militech vehicles with the empty Drone side compartment it seemed to work a little more for me naturally like the police vehicle on PS4 PRO.
