No this video is incorrect. It is confirmed cdpr is treating the next gen patch as a soft relaunch. It was talked about it investor calls.
That "leak" was a list of stuff that was the bare minimum required for a 2021 AAA RPG like Cyberpunk. So the fact they're denying this and can't even live up to such a lowball leak says to me that the game will never get better.
They just like "that don't add up. You expect us to put work and effort in to cybercunt pffft"
