Seriously though, it looks like that big green eyesore wasn't meant to be there initially. Probably couldn't figure out where to put it so they literally just dropped it over a low priority area.
This is why I love cyberpunk the more I play the more I realize how much more there is to the game

see this is why if we are in night city still in cyberpunk orion i want them to flesh out the city id glady wait like idk 1-2 years for a revamped night city map that just adds all the cut/unfinished stuff and expands onto it like more rooftop content and the hospital being a fully open place stuff like that oil fields ect ect.

Probably just something that was put in by level designers to wait for a quest that never came. Often side quests in games like these are added after much of the world is already done, and then the existing location is further tweaked to fit the content.
I found this area when I was still playing the game on stadia, probably about 6 months after it was released. After a few hours of exploring it the rooftops and the out of bounds spots, I decided to off an NPC from a rooftop to see if NCPD spawns in, and they did, down in the courtyard. They even climbed that long ladder up to the roof I was on to come after me. I think you're right, this feels like a cyberpsycho mission they never finished.

That helipad at the top that is 1/4 merged into another building. Looks like this are was placed first and then other stuff added around and then they just forgot it was there.
Although I don't personally think it was a conscious choice by designers, courtyards like that absolutely exist in bigger cities. What immediately came to mind is if you look up some of STORROR's parkour escape challenges they find absurd locations like this one in the UK. Not to the same scale but the vibe is the same lol. Can't speak to clipping through walls, but wouldn't surprise me if some building planner irl included the backrooms in their plans if these areas are anything to go by.
I really like your content. I was always a big fan of going out of bounds in games and in Cyberpunk it's always something interesting. Just as you uploaded this I was going into Dog Town before even starting the expansion lol. I'm limited to double jump and/or dashing as I'm on Xbox but still a fun thing to do!
i feel like this could be a place that's visible during the corpo intro when V is in the AV and they saw it looked empty so they populated it
they even made the AVpad before putting that lo-res green building there…. just why
Looks like a gig or story area they didn't need that got cut, so they just put a building over it to hide it lol
Now we need a mod to take that inmense building prop to make it more visible…… and maybe another way to enter in that zone?…..

I'm guessing that in an earlier version of the map, that area probably was meant to be accessible. But on one of the later versions they realised that maybe they needed a tall building in that spot so that the skyline of the city looked "right" from some other point on the map. So they simply added the tall building in that spot right over the top of the old buildings and closed off all access to that area.
I wonder what Santa thinks when he flies towards Night City? "Did I armour up the sleigh enough this year? Will this batch of genetically engineered cloned Reindeer survive? Should I have gave Rudolph a more powerful nose laser? Will all the coal I'm carrying for these bastards ignite like last year's batch?"
I think that there are areas of Night City that exist only to provide long-view vistas…they aren't intended to be used for anything. For example, with considerable effort you can get into the fenced off areas of the northern oilfields, but there's nothing there. On the south side of the city in the Badlands, there's an extensive stretch of desert patrolled by drones and mechs. If you dodge them, you can have a pretty good look around…but there's nothing there. Recently I explored/searched the warehouse area to find a free car that was recently introduced. Most of the many warehouses are empty except for junk…not even any loot to pick up. Of course there's a quest where you go through them chasing a rogue Delamain, but otherwise they are unused. Big water features here and there around the edge of the city…empty and unused. It's just for the look of it. I'm hoping that a modding kit will be released so modders can play around and fill those areas….so much could be done.
atleast its something modders can improve. maybe we'll see a modder make something of this unused location to say bring life to it.
there's so may random lttle roof hangouts or personal spots for people who may live right there.
Many area are closed up for performance by the dev or so i heard from the dev stream done by the quest director(forgot his name) and mostly it was a downtown market place area like the one near mega building 10 where toms dinner are for the meeting with takemura. And i think this area is one of those place.
I'll answer your questions with questions. Which came first, the chicken or the egg? Which came first, the city, or the quests? The answer for both questions is the same: neither, both. CDPR has a lot of different people working for them, each with different specialties. Do the 3D artists build the city, and then let the writers and quest designers fill it? Or do the writers finish their work first, and then the 3D artists build the city to the writers' needs? Neither, both. While the writers start writing, the 3D artists start building the city concurrently. As the latter come to better understand what the former need, they finish parts of the city as needed. They work concurrently so none of the groups are sitting idle for the years it takes their co-workers to finish. The end result is that you get oddities like you show. It's not 'cut' content, it's more like unused concept art.

I'm pretty sure that this might be a part of a larger prefab tile that someone pasted over there, and then they placed the big building over it, since the player was never meant to get into the area anyway and the landmark building made sense according to either lore book or lead level designer.
The path and ladder mean they wanted to do something but the very basic objects and area details show that these are just placeholder from early dev put in for preview but that it is not the intended finished result and as we know they rushed the game so they probably covered up this area with this building to hide the not finished courtyard ;). For the building interior we also know that initialy more interior where made but they erased them from the game because shareholders forced them to bring the game to older gen console to make more money so they needed to push back and reduce game details this is also why megabuilding have only some floor but not all to reduce game consumption.

There's a door on top of the ledge over dog town by the entrance to shady side slacks. If you climb up the abandoned building you can find it and it's red. I don't know if it was ever used earlier on in the quest but it doesn't seem so?
