I was using the cheapest Kerenzikov Cyberware bought from a Ripperdoc. The Ripperdoc Buck in the Northside area of Watson will also have this. If you aim down sight (ADS) while sliding or dodging, it slows down time for 1.5 seconds.
I used a shotgun to get quick headshots up close while time was slowed.
