Wouldn't you do enough headshot damage without the reflex stuff anyway if you are just finishing people off? I was planning on going Int/Tech+Cool and hope that the 50% headshot damage perk in cold blood is enough for sneak kills with modded weapons. If you use a silenced sniper can you still one shot enemies from stealth in comparison?
Nice build! I am doing something similar. Does anyone know if the tech perks stack with the handguns perks?

Still know where you got that cyberpsychosis quickhack?
The Overture in this video, and most weapons in the game, scales to your level when you get them. For example, I just picked it up at lvl 50 and it has 339-414 damage, 90% crit chance, 180% crit damage, and 5x headshot multiplier. It is a great gun to jumpstart your build, but keep your eye out for epic and rare Overtures that drop, eventually they will outscale this one in damage.

Really badly optimized build. If you go full out with Intteligence and Quickhacking you really don't need guns, cause you have so much dmg anyway. Second attribute should be Cool – both Stealth and Cold blood are super usefully. You actually can choose two playstyles: Combat quickhacs – Contagion – can benefit from poison perks in Stealth tree, ultimate Cyberpsychosis. Stealth style/ non-lethal quickhacks: Ping, Memory wipe, Sonic shock, Whistle and ultimate System reset.
This is kinda how my first character was, but was way more into just pistols and sneaking not so much hacking. But now that I know how the game works and the different way I can approach things I'm making a hacker/shotgun toting badass. Maybe stealth around a little bit but for the most part gonna be in your face setting you on fire and making you go blind while I blow your head off with a massive automatic shotgun. Sneaking can be fun in some scenarios but gets insanely boring sometimes. I like going in guns blazing in this game. Way too much fun not to. Great build and video though, man.
