Mitigation chance is that there is a chance for damage to be reduced by half (normally 50% but by increasing mitigation strength which is different from chance you can get around 90% damage reduction) cyberware such as the neofiber and kinetic frame increases mitigation chance to around 30% at tier 5+ in the cool tree there is various perks that when crouching or crouch running increases mitigation chance add this with the right perks from cool and reflex(dash perk and weapon choices found under the cool tree) will created a fast moving build that is tanky also most cool perks are headshot related so try to go for them when you can especially since most enemies will die in one or two shots to the head also kerenzihov and defensirov would be good for your build as when dodging (something you dont do) it slows down to to allow you to place your shots defensirov also gives you 90% mitigation for 4 seconds after the dodge
