If you have Steam and want to use VOICE, all you have to do is select the game -> properties settings -> Language . In my case I want to play all in Japanese voice over. It will do an update and download the language pak for you. Start up the game and enjoy playing the game with the language in VOICE you want. You can then set English for text but voice of your liking.
I changed my audio into Japanese. At first I had quite a hard time reverting the subtitles into English, but after watching this video, it helped me change the subtitles back the way they were. Now I have Japanese Audio with English subtitles in my Cyberpunk 2077 playthrough. Thanks for the video guide.
If you want to change your language settings to allow for other languages apart from your region (the japanese dub is so much better) go into the steam properties for the game and change the language there

This works until i close the game. After closing the game, if i launch cyberpunk2077.exe, it starts without remembering old options 🙁
I am a Xbox user and weirdly I don't have the language tab in the settings. Anyone the same??

Language tab only appears if you access settings from main menu! does not show when in game!!
