Cyberpunk 2077 is known for launching in a terribly broken state, with features and mechanics rushed to make it out the door. Unfortunately, there is a fantastic open-world experience buried under the technical problems, and the community has spent their last seven months attempting to pull it out. Let’s mod the ever-living hell out of Cyberpunk 2077 in an attempt to improve the overall game feel, and create a version of the game more in line with what the actual developers at CD Projekt Red wanted.

Ah yes, the age old excuse of, "it's too complicated and we need to finish making it nicer" to keep delaying the mod tools. Does nothing but hurt the game IMO, look at how many mods have been released with 0 tools or documentation. Imagine how many more we'd have, and how much more they could fix / improve, if the tools were released around the time the game came out.
Heck, I'm sure the modding community would figure things out quickly enough and do the documentation for them. It'd be nice if they gave us something other than endless bug fixes (most of which only fix game-breaking issues, not the stuff that's fixed with these mods, ie important gameplay features and bugs.)

The fact that modders have managed to fix so much is just testament to how utterly incompetent CDPR is.
So random people just casually built and implemented all the systems that several hundred "professionals" at CDPR were unable to do.
