Why she not talk to me?
found something that worked (after loading the game wont help) save before you talk to takamura change the time +24 hrs then talk to him and afterwards skip another 24+ hrs and he will call
This quest was hella bugged for me. Ended up getting it to work though.

This mission is broken. I have Takemura on video call stuck on screen. I can't use my phone. Everytime I reload my save, Takemura calls, V picks up automatically and nothing happens.
It completely breaks the game for me. Can't reply to conversations, can't use fast travel, I'm stuck with Takemura in video call. Wtf?
Never had an issue with this level, only with the Viktor the first time you meet him
