Jonny Silverhands arm can be found and equipped in Cyberpunk 2077 as long as you do not miss it’s location during the side quest Chipping in. However Silverhands arm is purely cosmetic and has no status effects. It is however the only way to get a cybernetic arm in Cybeprunk 2077 without mods. It's not the only cybernetic mod that changes your appearance. there are hand and arm mods that change your appearance. One of the smart weapon hand mods is a tattoo and the arm mods all change your appearance in different ways.
Uhm the other arm upgrades do change your look, it is more subtle but look at V with no arm upgrades versus each different one, your arm does change look, it isn't as noticable because most people want them to look close to natural.

Quick tip to whoever is seeing this on the mission “play it safe” if you take a detour from taking out the second sniper right after you leave the elevator you should see a code type in 2906 and get yourself a free iconic weapon

Am I the only one who remembers them saying there was going to be a visual clothing slot and a equipment slot for each of the pieces of clothes? Not the outfit slot which is only a hazmat suit or net running suit.

Thing is, this is clearly not an aesthetic replacement. It's just a locked-in "doubling" effect, basically what happens when V takes one of the red pills and lets Johnny take over.

The glitching i could get used too but not seeing it in the inventory would bother me. really cool find though either way, it seems like a way they could add more visual items this way without having to completely redesign the character.
My theory:
It's solely a "leftover" piece for the sections where you control Johnny.
I assume the game auto equips it once you play as him as there is probably no practical way for the devs to simply change around the model – hence it's easier for them to change it like that. I'm pretty sure it's not supposed to be seen/be able to equipped by the player
It would be cool to add proper cybernetics so you could even look like a maelstrom gang member if you want
