not sure if these specs are level gated/ RNG / or by crafting level but at lvl 33 with 18 in crafting none of the frag grenade crafting specs show up in any weapon shop for me anywhere?

You can just buy the grenade and it will give you the crafting spec. You need the white/ common version.
