As far as I know, the game developers knew their "protection" from people leaving Watson area would highly likely be broken really easily, and that's why they put a second layer of protection: not a single quest outside Watson could be activated before finishing Act 1.
So seeing at least one Johnny's line where it shouldn't be is already impressive.
so how do you get out of Watson? I tried numerous ways and it always stopped me. I even tried riding on top pf the rail system as it was heading into city center and it threw me off as it crossed the border.
