Probably one of the ways to get under the city, since they had plans for an underground of some sort. You can get under the Arasaka waterfront and there is s massive open area down there.
There are indeed more of these. Keep on exploring, make use of the invisible katana glitch that still exists all you need to do is jump into the air before switching the katana to a different melee and back to katana in the menu. Boom flying glitch is back and can be used to get past invisible barriers and such. Happy hunting!
