I'm gonna go against conventional wisdom and say it performs quite well for what it is.
its like putting lipstick on a very cute pig lol. i mean its cool for people who like it, but this is still a PS4 era game with PS4 era textures and limitations. modding can of course clean some of that up. i feel like this was added because CDPR made a deal with Nvidia, not because it betters the game or its presentation in any tangible way…heres hoping they get around to fixing Witcher 3 RT i guess 🙁
Path Tracing = PC 2.0?
Also 30fps is a rough frame rate to play games at. I don't know how some console players tolerate it.

after the mine and scalp era was over, the 3080 was 850 eur towards the end of its shelf life (before 40 series released). The 4080 is 1350 eur today, just a few months after release, which is an incredible price hike for the 80 class card. But in terms of generational improvement, without frame generation, the fps difference is 20 in demanding games.
While we went from 3080 price point to 3080ti price point, the difference between 3080 and 3080ti was 7 fps in demanding situations like cyberpunk.
So back in the day, a 1300 eur 3080ti 12GB would have 13 fps less than a 1350 eur 4080 16GB without frame generation.
bottom line is, FG really saves the nvidia 40 series and they'd be crazy to give away the technology for 30 series or lower. However, they cant stop AMD'S FSR 3.0 from helping out older nvidia cards.
