They admitted that they heard players voice about choices not making big enough impact. I think this is one aspect they failed to partly correct. There are noticeable differences between outcomes, but not big enough to impact how you view Dogtown as a whole. From my memory, Jago's rule would see that Dogtown's streets are less patroled, with Bennett's being the opposite. Jago would also be in better terms with Mr. Hands, as both are versed in business. Both factions that support either of them are only mentioned (VDBs and Scavs), but doesn't really change much in terms of how many gangoons lurking about in Dogtown's streets.
