Apparently it's not "free dlc" as such, it's content they didn't release which they kept in limbo.
I wager they knew the release would be a total 💩 show and kept the quests back as their free dlc bs as recompense for their continued ineptitude.
Yet more laziness it seems.

I have played it but It’s been a while
Its not in the game… Its only accessible with modding and it's massively incomplete… When they release it, it'll be complete so it's not exactly them being sketchy at all. Almost every game has content produced that was then removed or locked away…
I will never buy a cyberpunk DLC, they can go f themselves. Can't wait for them to ruin the witcher 4 too!
I mean, the patch is not fully ready. The fact that a earlier version of the missions is on the game code locked is a technicality to be honest. Look, I bashed CDPR for this whole circus but I feel we need to be fair on this.
A lot of companies release cut content as free DLC's so this is hardly a big deal if it is released as free DLC which we don't know for sure, technically all free DLC is held back from the initial release. If people want to use the mod on Nexus to play the quests unfinished then that's up to them but they can't get upset if its then released officially. I've known about this mod since it went up but refused to use it just in case, free stuff is not a scan and unless you use the mod you cannot play it so they have not been available the whole time. Would people prefer if CDPR did not allow mods and support them at all, if they did that nobody would know about these or many other things. The game was released broken, unfinished and the suits lied but its really getting old people making a fuss about every little thing, especially when there is nothing to make a fuss about.

After 9 years 4 delays…

Honesty I just started playing this game again today “ hated it at launch btw tried to refund it “ but I re downloaded it, found a cheat sheet for optimized frames without losing a lot of detail. On PC obviously. but picked up on my campaign and got through act 1 on the story and I was glued to the game for like 7 hours. Super immersive I felt like I was actually playing in night city. Or I was watching a movie or something. The characters are really personable and engaging and the city just makes you feel like you’re in it. It’s hard to explain but just wanted to leave a comment saying I was a hater of this game at launch and gave it another chance and I’m kind of excited to play through the rest of the campaign. I feel like I only scratched the surface too with the 7 or so hours I played it. Also for people trying to play this on ps4 or Xbox one I can understand some hate. This is a next gen or PC game it shouldn’t be on those last gen consoles.
