Sorry guys they updated this and now it drops random. I think, one way of finding it is to find legendary loot as much as you can and eventually it will drop.
It's random. Where you first started your clip on the right side is a building. With thugs in it. I found a rare crusher on some of the bodies…. And an other of rare guns. It's random and how high you're character is I guess
