The old generation console version was notoriously bad, full of bugs and shouldn't have been released at the same time but, apparently, it stills highly inferior. People should play it on PC if they can.
I guess you play on Xbox, I have never seen those bugs on PC, even last year upon release. And my streets are crowed of NPC. etc.
