  1. Not only the CPU but the gpu.
    Both are on 100%
    The GTX 1650ti Will have the same or even more problems.
    I think even the GTX 1660 series for mobile Wil go down .
    For the the desktop gpu .
    The laptop rtx 1660 mobile have the same performance as the GTX 1650ti on a desktop .
    The rtx 2060 mobile have the same performance as a desktop GTX 1650i but you can have raytracing option.

    This game is really heavy on the specs.

I have the same gpu + cpu setup and I have to play on low settings, low crowd density, at least 1600×900 and resolution scaling at minimum 50%, it gives me around 30-40 fps so it is playable, but looks like a potato. Don't know why does it run so poorly, because as it seems in this video it should be a bit better
