I feel like a lot of these were probably cut because of time and resource limitation.
The bosses wanted to release the game and not delay anymore. So the devs ran out of time and they had to cut the parts of the map that weren't relevant (yet) for the main story of the game. They couldn't finish everything on time because at the time, CDPR was still a small (by comparison) game studio with a limited number of devs working on the game. They have only recently started hiring more to increase the size of the team.
Some but not all of these will probably be reintroduced in the DLCs and expansions. Just like a lot of features that were cut/disabled from the game because they weren't working well enough yet.
It is how it is. Software development is often like that and not only games are released this way. Especially today with the ability to easily patch and add new stuff to sold copies post-release over the internet.
Old games seemed to release with no bugs or cut content because the devs and most importantly the bosses knew that once released, they couldn't do anything to the game anymore. So they had to release as close to perfect as possible and the bosses were more willing to delay games for a long time. Modern devs don't have that previlege.
I have never been so hyped for a game only to be so disappointed. CDPR has surpassed EA with this games false advertisement. It's Anthem levels of bullshit.
I waited for the game, "others/investors" complained, and got an incomplete game.
Now I wait for a patches/dlc, while really hoping for a complete remake…

The game will be eventually a masterpiece like the witcher 3… they only need like 2 years to get there 🙂
As a Californian myself, I really don’t understand the game map compared to the irl map either.
Hopefully patch 1.3 will add in the cut content, or at least some. So many locked doors in the city, i was hoping for more interior exploration in the buildings since they said that there would be tons of vertical exploration. Exploring dirty dark hallways and filthy apartments. Maybe even a rave/party side mission in an apartment with mini games lol.

What's interesting to note is that in the game there are database entries for Charter Hill and such. Makes me wonder if the pics associated with those shed any additional light on things changed/missing from release.

I think the missing red letter places are all connected to the NUSA plots that very much involved Militech, Biotechinca, & Petrocham. The "Reason of State" political plots that always have a big portions in CDPR games, from Witcher 1-3. Even the Devil endings basically hinting such things did happened with V involvement.
This is why how short Meredith Stout & Militech story in the game when she was literally a unique character shown first in the promotion teaser demo. The first "waifu" suffice to say. This is also why the main story game felt like missing that mega corpos rivalry between Militech VS Arasaka. Also why somehow Rogue could have this big budget for the final operation (if you go with her path) when in the past, the second Arasaka Tower Attack (during 4th corpo war) basically being funded by Militech.
well no use complaining about it. what we can do now is hope they can expand the map and be able to add these places and more because they look good . If they didn't have time . I hope they will be able to add it during or after the expansions If that's possible.
The marketing team really didn't want this to become a good game.
It really needed Two years of work.
Why are people defending CDPR?…they did produce this game did they not
Bravo! You guys continue to make some of the most interesting Cyberpunk content on YT. Without you guys this information would likely still be revealed albeit on some obscure post on reddit or an online forum somewhere.

The Cyberpunk Red core rulebook literally has diagrams of Morro Bay's layout, and how the landmass transitions from the 90's "current-day" version of Morrow Bay to the 2077 version where it becomes Night City. It literally shows Night City's placement on the real-world landmass.
Not to mention the Orbital Air Space Center is built on Morro Rock.
Also… 107.3 "Morro Rock Radio".
Mike, I've got a favor to ask. I've been having a discussion over on Reddit and, since you have access to the beta version of the game, I was wondering if you could check something out for me. When exiting V's apartment building, there's an NCPD building on the right. To the left of that is an elevator that leads to two NCART platforms. Can you go to both Platforms A and B and let me know if, at release, this NCART was functional? You can do a video about it if you want, but I'm just looking for an answer.

There's actually another mission at the Dam (well, starting there anyway). If you do Claire's race missions, one of the races starts at the Dam. Other than that, there isn't much else to it.
The most glaring cut content is that 99% of the doors in the game are locked. They gutted the fck out of this game.
The devs better not sell it as separate Expansion dlc, or they'll not only lose face, but also consumer trust in them as both a development team and a company as a whole.

Yea they should make some stadion badass quest, while some game is played with full crowd you run and shoot bad people. Or something better, far more better.
They should make more interiors and enterable buildings, expanding the map is stupid, it's already huge. Also the broken non existen AI.
I waited so many ears for this video, man. So sad to see all that lost potential.
Maybe charter hill was a suburban area with more large houses but not mansions
