I knew it, my game had to have been bugged. I fought both this guy and the overgrown lady even being level 35 to 40 and everytime i blocked they still did damage to me. In my first playthrough they couldn't when i blocked. So weird
I had legendary gorilla arms, with legendary charge battery, and when I started dropping in health, I'd just use my charge jump – jump around and recover health.
Fun fact: I let him keep the money and the car, he thanked me and later after at least 3 days he texted me asking If I was enjoying his car and I was forced to answer with yes, clearly that's not the right thing to do lul
