Your title you do realize DLC and expansion are two different things. DLC implies digital content but on the small-scale expansions Hance the word expansion implies massive content. In 2021 we are getting free DLC content not free expansion content free DLC content according to CD project…
Just like in Witcher 3 expansions always gave people new regions. If the casino is DLC content it's going to be a small piece of content in other words the casino you found is most likely going to be DLC content not expansion expansion with implied a new location a new map. And short expansion would not be part of a existing location in the current game where most likely this particular content was cut out of the game before launch due to time
Yes and some terms DLC and expansion can be seen as the same but they are significantly different from each other due to the amount of content each one can provide
