Start at the Metro: Congress & MLK fast travel point near Megabuilding 05. From the roof the train rail is accessible and offers a good view of one of the large FF:06:B5 statues on top of a building in Charter Hill, Westbrook. There is a closed road you can hop down onto near the statue, but the end of the video shows what can happen if you try to walk on one of the rail supports to avoid the train when the walkway ends. As long as you can avoid the train, sometimes by double jumping over it, the rail line can be traveled throughout Night City.
