If I'd have to take a guess I'd say those parking lots are just leftovers of a time when more people were needed to work at the border or even pre-border when it was a toll booth or something and people needed to park to go to work or something. Clearly all those buildings are long abandoned and nobody really travels by car much in or out
I Remember trying to get passed the border there in NC and the guards and drones would simply 1 shot you dead ..lol

I like the warning saying "there is nothing out here for you, yet" indicating maybe CDPR might have had plans for DLC out here but apprently all thats been scrapped. As far as I know ow its just phantom liberty and that's it. Kinda shit only one expansion and ita not even a way to travel out of the city and to a new area like in fallout. Honestly kinda makes me wonder if CD didn't rush the game out for the holidays and took more time, we could have gotten all that stuff that was cut and even promised. Hell we could have gotten more dlc other than the 1 we're getting in 2023. Hell that multiplayer mode could have actually happened if they didn't rush the game out the door.
I passed through legitimately with my car (you can just scan the roadblocks in the way and lower them) and rode out to the end of the map and the ocean. It was interesting, but if you try and load any games while you are in there you just see a black and white death screen. One interesting bit of detail is that there is an NPC conversation happening between a family and the border guards inside near the double doors. It's almost impossible to hear the whole conversation without dying unless you have something like optical camo.
"Leaving Night City" is put there as a prank to anyone that attempts to escape the corporate plantation. The trick is you gotta have the illusion that said thing is attainable, even if it isn't. That's how control works.
