The second half of the response is fine if rather vague, but that first half citing Elden Ring and Sonic Frontiers not having car chases to make the point that not literally every open world has car chases is so unnecessary and a false equivalence when the meaning of the question was very clear.

Honestly, I'm the type of person who gets annoyed when people talk in absolutes as well and will fight you on it instead of answering your question as well, so I thought it was fine that he responded that way. It is true that not all or even most open world games have police systems so as he responded he clarified that its just crime games. Then he went on to respond in pretty much the only way he could; that they wanted to put it in put couldnt deliver due to time and technical restraints.

the world was probably almost finished when they showed us their 48 minute presentation, but there is a hint as to why the johnny story is so big, and how they managed to get it so wrong.
in the first 8 minutes, you hear the radio host say "1 year anniversary of johnny silverhands death".
so my theory here is, they had no idea as to what to put into the MP.
they probably had keanu for a cameo role, but then he suddenly had more time, and they had the idea for the MP.
so they probably migrated the immersive sim to be the future MP, in the gta online style, so basicly ruin the whole immersive sim aspect, because you can't really change a MP world believably.
they then probably glued together a new story as fast as humanly possible, cause they now had more keanu, and they probably thought that the star power would make us forget that it was promoted as an immersive sim.
around that time, they also changed the description from RPG to action adventure, on their socials, without telling anyone, but i've seen a screenshot from before the change, because someone noticed it and had in in their role.
Honestly , if you look at how driving and combat mechanics work in the game , it seems like police car chases indeed wouldn't really work. I think they would need one or two more years the implement that without breaking the game
Even skyrim and shadow of mordor had a more active crime system with people hunting you down for your actions

Before 2077, CDPR was the last golden child of the games industry. They could do no wrong and had the moral high ground over the rest of the industry. Cyberpunk utterly destroyed their reputation.

If a car chase was a technical issue then maybe they should of hired better developers and not release the game when they did.
