  1. Would'nt start the DLC till at least lvl 40. lvl 50 I'd recommend.
    Don't ask chat too much for decisions. Its impossible to see it all in just one playthrough and its impossible to know what the right or wrong choices are if you can even call em that. There is no wrong choice. Just different outcomes. There are no happy endings. Just some that are better than others. Some that are plain horrible and some that stab you in the gut and leave you bleed out on the street. (figuratively)
    My tip: just do what you think is right, and it should all work out.

  2. Just so you know, starting the DLC doesn't lock you out of the rest of the game till you complete it. Instead, it only locks you out for about 2 hours of introduction missions. It's a rollercoaster of a 2 hour span, too.

    After that, you'll be able to come and go from Dogtown as you please, doing either main or DLC sidequests based on what's currently available, since, like the base game, some DLC missions will require you to wait a day or so before continuing.

    So I'd highly recommend starting it soon, and leaving plenty of base game missions to do. This way you have a reason to come and go from Dogtown/DLC missions, and it won't feel like you're just finishing the DLC all by itself, then the final mission, which can feel unnatural for the story pacing.
    To me, at least, it feels much more natural that way.

    I also recommend starting at level 35-40, so you're perfectly in that range, as of this video. Still, enemies scale with you, so you can start it at any level, and the difficulty will be the same. The biggest difference is that higher levels will allow for better loot, of which there is a ton in Dogtown. So I'd recommend starting soon if you don't wanna feel overpowered and overleveled for the whole DLC.

    Ultimately, it's up to you, though.

  3. Phantom Liberty integrates with the rest of the game.
    It just becomes part of the overall narrative.
    You can do any mission in the game whenever you want, regardless if it’s in Dogtown or greater Night City.
