What I did was made her sign Tommy to a club took the deal once done and then shot her win-win at least for me since a few in-game days later Tommy would be signed for a football club in the EU regardless if you shot her.
I zeroed her, and later ran into Tommy in the stadium. His father is the clothing vendor there and he called me a moron for ruining their only chance to get out of dog town.
Follow-up detail:
If V chose to decline the offer, this will shut down the shoddy operation and V will find Tommie on the street working for the scavs.

Haha I took a more steath approach to this mission got to tommy zeroed the lady then took the elevator up to the club and zeroed everyone in it. After leaving I found out it was the last gig in dogtown because I got the trophy "Dirty Deeds"
Man I love CP2077. The decisions aren’t so black and white. Makes it sometimes more difficult to choose what option would have the best outcome
I remember my first playthrough all I did is to use system collapse quickhack all the way and use non lethal takedowns. I made sure Fiona gets Tommie signed because I was feeling bad for the kid. Sure the way they handled the business using kids with chrome to be in sports was really unexpected and bad. I honestly don't believe kids in the game should be using chrome until they get older… It was real interesting how CD Project Red came up with the stories to write this quest down.
I don't remember how, but I told the guy at the bar to essentially eff off, then the kid behind the glass broke the display and caused the bar to shut down. From there sneaking in was easy. You can also talk to one of the kids in the glass room before Vargas and get a little side info on what kids in the program experience. (Oops! You go over this in the latter half of the video lol)
There's also a robot that's hidden in a ventilation shaft with a shard noting there's some sort of issue where it's connected to everything else in the network. I couldn't figure out how/if that's exploitable, however. Shooting it just made everybody hostile.

If you make the deal and zero her AFTER, you'll meet Tommie and his father in the market and they tell you they are about to leave for Europe for Tommy to start playing with that team and offers a discount on his shop until they leave.

Even if you zeroed her, it wont affect the sports and entertainment industry of 2077 at all because there are several facilities like it all around the world, and everyone knows about it as Mr Hands say. Fiona is simply a cog in the machine.
Most would disagree to what Fiona said but this is the sad reality, most kids and parents would rather choose this instead of working and being in debt to gangs or doing shady street business bec it is the "safer" option for a better life. On my first DLC run, I did accept the deal.
This lady is really messed up, i found a hidden unresponsive NPC who was injured and tossed aside left too rot in Dog Town after she took a injury and was to old for her to give a crap about basically The kids Sooner or later will be tossed aside for a new kid and they are left to fend for them selves even if it's not there fault, the girls Cyber implants started acting up when she was older and lost a match or something but since she was older and not worth putting money into she tossed her in the trash basically
I wish my v could of told Tommy something like, this ain't no place for a kid like you it's honestly better too be a after Life Merc than on Fionas Teams Besides Chromein kid's before they even have fully grown up is messed up especially when you can find a older girl that was on top of her game till her adult Cyber implants acted up and she lost a match and Fiona tossed her into the trash becuase she was not a kid anymore and not worth her time or money to give a crap about now she is on the verge of cyber psychosis and living with broken cyber implants living in the trash heaps of Dog Town mind broken and addicted to the strange drugs they were pumping into her
I saw another video that discovered a girl who was dropped from this facilities. She was sobbing in an open container. You can't talk to her but the shard in her bag told the story. I don't think this was effected by V's choices, based on her story.

I put an end to her business because she's exploiting people's desperation. And her narration doesn't mention all the failed cases where the kids are permanently damaged.
That receptionist has resemblance with that receptionist from Clouds. they might be sisters lol
