  1. I wouldnt be surprised if we have a side mission line about an ongoing drug war, more of a criminal underworld version of a corpo war in Orion: Black Lace vs Glitter vs Phant. With that we could be introduced with a Gang Reputation/Bounty system

Regarding Garry Bates, in the final mission of Phantom Liberty (on the Songbird's path) some people spotted suspicious homeless people with blue eyes around the area, with some believing that they might be Mr Blue Eyes look outs. Maybe Bates, similar to Garry The Prophet, was able to somehow intercept the secret communication between some of them, who were active in Dogtown, and in drug induced rampage went full They Live on their asses. Sandra Dorsett in her journal mentioned that apparently Night Corp on the moon experimented with some seemingly nonhuman DNA, which could explain why their clothes didn't contain any recognizable genetic material.

  3. The inhaler being listed as manufactured in the USSR could also mean just the empty inhaler was made there and shipped in, then filled in Dogtown. With the lab in the Biotechnica facility the inhaler itself is probably harder to make than the drug for the scavs there, needing injection molding and forming presses to make the plastic body and metal can.

  5. The effects of Phant are literally the definition of "Phantom Liberty". It causes the user to experience a figment of imagination that makes them feel free within society from oppressive restrictions imposed by authority on one's way of life, behavior, or political views. Which is also to say that the user is possessed in a sense by the ghost of their own thoughts to act as they please without regard for effects or consequences.

  7. Gary Bates could be a reference to Agent 47 from Hitman (voiced by David Bateson). The sniper rifle, the removal of clothes, the lack of discernible genetic material – stuff checks out. Not sure about the thoughts though.
