I honestly believe that disabling motion blur ruins motion in the game, especially at lower frame rates, does the game a great disservice… The motion blur is a high quality temporal per-object motion blur which bakes motion information into each frame instead of making them look like still images. It's like the difference between using a mobile camera for video capture in comparison to a professional high grade camera. (this is generally why 24fps looks much smoother in movies, because all frames are being exposed temporally over a period of time, with motion baked into the final frame), with motion blur you can tell where fast motion is coming from, you can't do this without motion blur at low fps. The benefit is essentially that it will make a 30fps game feel like 40fps. Because it fills the gaps between the frames. Which I believe fits Cyberpunks cinematic nature… If this was a game that ran at 170fps, I wouldn't mind turning off motion blur.
I'm saying this as a gamedev. Motion Blur has a unnecessarily bad rep amongst gamers, and i believe this stems from bad implementations during the PS2/PS3-era. Especially framebuffer motion blur found in GTA3.

What i would want also two see is. Best setting provides with locked at 30 fps.
I once had a lower end graphics card. And i set it up. With native resolution, used dynamic fsr locked to 30, made a mid high mix of setting. and it run great.
you should also try it with locked to 60fps. dynamic fsr. let him dip the resolution to 50%. and go with a medium low mix of setting.
maybe you can get the best of both worlds.
