Regarding the issue on uncracting medkits, you might have similar issues with grenades. What I've observed is the issue is what item is actively selected to be your active use item (what you use when you press x by default). If it is selected you can't uncraft an item (the experience for uncrafting it is still applied though, so you can get free crafting experience by uncrafting a stack of selected grenades 50-100 at a time for fastest crafting experience leveling). So its a similar issue with consumables what is your active med item, you can't uncraft it, until you select another item.
Ozeki is not his name, it's a template for Tiger Claw enemies. Basically a lot of the dudes that look like they could be sumo wrestlers are called Ozeki. The game uses templates for enemies and some npcs too, for example Jackie is a Hooligan, which is a common template for low level gang members.
However, the fact that he has a specific bounty seems to support your theory.

Yeah, those Crit and CritDMG mods are very wierd. Originally I just put them on all my clothes because I kept getting them but now I've seen several videos talking about them not even stacking.
Thing is that it behaves very peculiar. Just now I found a nice legendary Arasaka Corpo skirt and gave it some other mods (Armor ones as that's one of the few that does stack) as I heard that Crit/CritDmg mods didn't stack. But when I went to check my stats they were sitting at 35/124. Yet when I put my old shirt back on (that one had another Crit and CritDmg mod in) the numbers jumped back up to 50/154.
So I have no clue what's going on as my shoes/pants/shirt all have a CritChance and CritDmg mod on them. If I remove 1 of them the numbers drop down to 35/124 and if I remove ALL of them they stay at 35/124.
So it definitely appears that it only counts 1 CritChance mod and 1 CritDmg. But if you were already wearing other items be sure to unequip everything first and then reapply as otherwise the game apparently thinks you're not wearing any crit mods and defaults to base.
remember that there is a skill for tech weapons to ignore armour skill, maybe that may also minimise some unaccounted but possible difference in armour of the target.

In order to break down med kits, it is based on whether they are your hotkey med kit or not. If they are not tied to the hotkey, then you can break them down. Grenades are different though, you can only break down the grenades you craft … well you can break down the grenades you acquire though other means, but you get no resources for them and it doesn't show them breaking down either, but if you exit and then re-enter the inventory you will see that the grenades are gone, but your crafting materials will still be the same.

It seems than the logically conclusion is your crit chance and crit damage has a hard cap.
Are we actually sure the game will show numbers higher than the HP of what is being shot at? There are a lot of assumptions going on in this video. Still, I'm inclined to trust the numbers you got. Also Ozeki is a title, like racketeer , it is a sumo wrestler rank. I have seen multiple at a single site but it is rare.

I stacked 18 Dead Eye (15% CC & 30% CD) and my stats said 31 CC and 110 CD 😂
After all these tests you still haven't learned That when you copy any mods Using the glitch It will never stack because the game thinks you are using One mod meaning you are overriding the same mod over and over again, however if you craft/buy/find them normally they stack.
I haven't tried it for this mod but i did it for the armor mod and they stacked and worked just fine.

is the best mod to stack armor then?
Before last patch I couldn’t breakdown the green med kits but could the white. After patch is the opposite.
Have you tried only using one bully per apparel?
It seems like multiple stacks will void the mod on the apparel but is it true if its for the entire armor "set" or just per item.
I was buying and scraping NiColas for eddies when all of a sudden they were no longer scrapable. Had to sell off over 3000 cans of soda and move to another variety. I think there is a bug when you try to scrap a large part of a large stack of items. Like 2700 of 3000 cans into scrap.
Any idea if the same applies to the Deadeye mod (ie. also not worth stacking)?

the thing about dismantling is, from what I experienced (PS4) you cant dismantle currently equipped med(& grenades). You can try to dismantle equipped meds but you only get the exp for dismantling 1 unit and no craft material given.
it looks like the numbers in the char sheet does match the damage output in the test.
putting multis does nullify the effect and that shows in the experiment.
Could possibly test mods on smasher since you can redo that fight basically unlimited if your willing to go through the mission alot of times

The problem with you is that your using the Stats page as a fact sheet, I have the same Cril Damage you do and I'm level 12, which thoughs out all the data about the Stats page. All my Damage is below 2000 and I'm not Stacking which show the Stats Page is broke and wrong.
About strange random and even more strange crit power. There is an Ashura sniper rifle And it's just broken. Crit numbers produced by shot's of legendary version of this sniper rifle are rediculious. Right now (on lvl 37 with little to no rifle perks) I can get crits from 18k damage up to 78k in the same location… Grad sniper rifle with much more base damage cant even compare with this.

Why not test on bosses? They have the same stats every time
Dude I just put one bully mod per piece, it seems the moment you put multiples bully in ONE piece it breaks the thing. Otherwise, one bully each piece x5 brings me to 210% crit damage and trust me its working, cause in combat my HS with an overture is roughly 48k.
