the 2600 does not bottleneck, the game needs an update to take advantage of all the ryzen threads, but the combination 3060 ti and 2600 is acceptable, I have my 3060 ti with 5600x and I have similar fps drops

That Ryzen 5 2600 pulls down your video card, it's a bit weak for RTX 3060 Ti. I think you should use a Ryzen 7 3700x / 5800x and from intel i5 10600k / i7 10700k. You will have much better performance.
I have a question and please feel free to reply , all of you guys ! In a single player game like Cyberpunk do you think that FPS ranging from 50 to 60 is acceptable ? I have a friend who even considers 45 FPS acceptable , though only if it is 100% stable … Basically as a result of caping the FPS via eg NVIDIA Control Panel AND making sure with RTSS that the FRAME TIME is a nearly perfect horizontal line . 50 fps, still feels choppy, look while you are driving, would rather play at 1080p to get better fps.

Did you record with Shadow Play? I am waiting for my rtx 3060ti to arrive and I have a similar setup like yours. I feel sad that the 2600 is bottelenecking even with these 2 RT settings on.
Your PC is bottlenecked by your CPU, especially when you activate Raytracing.

In approximately ray tracing ultra, I am between 28-38 fps in night city and 40-60 when there's no a lot of things, like in a house. In low, i'm between 60 and 70 fps wtf. I don't know if it's normal, but i don't know how to have a normal framerate for a rtx3060ti… Srry if there are any mistakes i'm french
Do you feel the dips much with Gsync?
I think the dips could come from the AMD 2600. Driving fast forces the CPU to stream assates at a high pace and 2000 series AMD gpus struggle. 2077 has problems utilizing AMD proncessors anyways. And when you dont go 170km/h game seems to run at 55+
