There’s a structure at the end of the catwalk close by the intersection. Looks like rubble, but you can climb up. Then use your charge jump or double-jump to get up to and inside the catwalk. Go through the catwalk, you might want to sprint-jump over a gaping hole in the floor. Then walk towards the opening in the ceiling of the catwalk, charge-jump or double-jump to get on the roof above. The drop should be at the roof-top of the catwalk close to the wall of the building. To get down safely, jump onto the ledge at the building-wall and walk as far back towards the rubble. From the catwalk-roof, drop down to the rubble. Or you could alternatively drop down to the scissor lift you did interact with. I didn’t try that scissor lift part as I wasn’t aware of it on my play-throughs.
