WTF ?! We can actually play Cyberpunk with more than 60 fps with 1660 ti ?!
This card is special, low graphics runs bad, but the extreme graphics are at 60fps(on minecraft shaders)
Nice video π ! Now: Start the game via GeForce Experience without changing the settings. In the game, set the resolution to 900p instead of 1440p. Then press ALT + F3 and turn on the Sharpening filter (50-100%). You will probably have better visual quality than 1440p for the price of performance like approximately 940-980p, which in your case could be a solid 55-65 FPS π If you have a small monitor, try 720p as well.

got an acer nitro 5 with an intel i5 10300h with a gtx 1660ti and got cb2077, it's decent on low but absolutely destroyed on high, cdpr really needs to optimize their game

I have a i7 2600k @4.7ghz and 1080 with 16gb RAM at 1600mhz with tight timings and get only about 10-20fps less
And I gonna get a r7 2700x in about a week and it probably not gonna change much π π
