The two free legendary NCPD Armor pieces can be found in the Santo Domingo District.
They are both behind a police truck that is on fire.
Both legendary Armor pieces are called: Heavy-Duty Aramid-Reinforced Badge Coat.
One has a lot of Armor. The other one Increases Carrying Capacity.
Both give you that same NCPD look.

There is actaully a full set of legendary Police gear. There are two other items for the set in Watson. You seem to have found the shirt. Each item's description is a quote from a NCPD officer.

Unfortunately they are bugged and the vest doesn't actually show within the game, only the jacket. You will realize it when you enter photo mode :'(
Yea i found this part already but with the help of you're other vids on finding the rest of the set witch did not know about i have whole set. Only problem is with the coat it don't have that bullet proof vest look on it did at first but i am assuming its a bug but when you unequip then equip it comes back still looks good though.
I don't know what the reason is, maybe cause of the recent update from yesterday, the west I was waring is gone. The one that is automatically equipped when you use the uniform.
You think it Possible to get the medic armor as well as Asaka ?
I happen to find it on my own yesterday but I notice the bullet proof vest keeps not showing on my character in the inventory screen. As well as the little pic of it when selecting in inventory it doesn’t show the vest on top. I’m wonder which is the glitch? The vest is supposed to be there or not? Lol hope it’s supposed to stay because it’s my all time favorite now

The coats have different armor ratings . One of mine has 100 and 4 mod slots and the other is 120 and 2 slots. Gunna save and see if the other one I didn't open. Got 110 and 4 slots
So I have aquired all the clothing pieces but I'm only able to equip the goggles and pants. I can't equip the jacket or boots they are both highlighted red and display the word "REQ" do I have to be a certain level or progress further into the game. I'm currently at the part where I let johny and alt Cunningham talk and then I have to meet takamura right after
