I did that suspected gang activity location and it never dropped
There are vendors who sell crafting specs as well just found one who sells the bounce back meds from green to purple in the kabuki area. It's the medpoint by the bay in the cluster of buildings.
Where do you buy weaon crafting specs
is it possible to evolve it to legendary after ?

dude i did the mission awhile ago and not sure whether i pick up the crafting spec, so i went back and there're NCPD surrounding the site and all the bodies are gone as well as the crafting spec. Thought i may picked it up before but it's not in the inventory. got solution ?
