Konpeki was probably supposed to be a gigantic dungeon (for lack of a better term), until all the cuts needed to happen. It must have been, at some point in development, a god damn maze, with shortcuts between floors, pathways outside (like during the escape from Saburo's room), and a lot of other stuff. Not to mention, it was probably a location they had planned on revisitting (possibly multiple times), otherwise they would have just made it outside of the map so it doesn't consume resources being loaded in the entire time. The fact that corpses doesn't even despawn inside it makes this is even more suitable to be the case.
