  1. Cynosure facility wasn't small, probably covering half of Dogtown. And same as that ingeneer working near facility on maintenance and going paranoild from it, it's now slowly invading residents above. Simply presence of blackwall making weak minds go psychotic.

  2. The graffiti is in the base game as well, similar writings like at the beginning right next to where you sit with Jackie after the police brutality it says "I did not write this". There are theories that V has been altered by the Techno Necromancers since before the heist took off(specifically when they plugged into Sandra Dorssett's biomonitor, some people think V never cleared the neurovirus and this is the moment they started being mind controlled).

    The levies are the initiative of some corrupt Bargest commanders in the field, or underdogs like Jago Szabó. Blaming the Colonel of taxing the population is like blaming Hanako and Saburo of elimination of corpo-V after the European Space Agency incident, while actually it's the result of middle management corporate squabbles, specifically the feud between Susan Abernathy and Arthur Jenkins.

    He is a man of honor and principles, but there are discipline problems in his organization. That's why Bargest needs a fresh face "empowered as an inspector". )

It's another one of the hidden storylines in dogtown, an epidemic of a new street drug called phant that drives people insane. It's the thing that connects all of the mini-cyberpsycho encounters that happen around dogtown.
