Geez your still having graphical issues like this? Are you on console? PC is pretty solid. I could not play this game at all if the screen looked like that at points in the game. I don't understand how this says anything about why you must stop him form becoming mayor from this.
This quest always just left me at crouch height until I saved and reloaded or fast-traveled. Like, sprinting wouldn't make me taller I was just weirdly waist-height lol

I walked through this part many times in patch 1.2 but it never happened to me..except for that bug where v shrinks while peralzes gets into their av
