i think its tight they actually hid this one and made u work for it a bit instead of leaving it in the middle of an alleyway lol, although u made it look really easy lol
You need Techical Ability level 20 to access this if on old save. Edit- I haven't confirmed it yet, but I've seen reports that you can also buy this sword from the black market dealer in the new Dogtown area.
