You can actually find him in a car outside afterlife in a meeting with some tyger claws, he is sitting in the back seat surrounded by goons. This is right before you meet Jackie in the afterlife, take the main road which leads to the afterlife parking.
Just finished this quest and I couldn’t believe it! The Office is one of my favourite shows ever, and as soon as I heard this reference, I had the biggest smile on my face, so fucking funny! 😂
