Luckily I read a post saying to choose the puppy-loving pacifist. After 50 kills its perma-locks itself to headshot mode. If you dont mind it screaming "BAD USER" every time you shoot it, Skippy will carry you with a decent handgun build. The one mission in the game I refuse to complete lol.
Skippy has a more fulfilling story/quest line than the Militech lady…

If you're playing on PC you can use the console to spawn another skippy if you gave him away.

I started using Skippy in "Puppy love" mode and after 50 takedowns it told me it had enough data and switched itself in "Stone cold killer" mode for good. Also, it not asked me to return it … so I've used it till the very end, including the secret ending (which require lots of firepower). It looks like in this video @xGarbett reloaded the starting point at some moment and used the pistol as "Stone cold killer".

Why even have a quest that ends like this?! Everyone's just going to go back to an old save to keep the gun.
I think my Skippy is broken. I chose stone cold killer and after something like 500 kills instead of just 50 with it it still targets heads and has not changed mode. It has not asked about returning it to its owner either.
