My thought when seeing it was that a cooler design would have been a repurposed industrial exosuit loader.
Even considering that questline fluff, it would've been a really easy step to have it be Arasaka tech with that individual's own modifications to give it a shield and weapon.
More than a tiny bit of those issues I am going to sum up to game design. If the thing was made to the full capacity of what it can be with the settings tech, it would become a situation where you are just fighting a bullet sponge. You are just putting rounds into the thing to eventually break it down or get a hit on the pilot. Which, just shooting a tank with a pistol to eventually break it is not very engaging gameplay more often than not.
Heatgun is basically a 21 century meltagun. Personally I'd arm it with a machinegun for close in work or when the heatgun needs a cool down. It also needs a Centaur sized axe, sword or fist for really close in work. And now we have a Dreadnought.

You really got me thinking with the comment that exosuit are 'by definition' unarmoured.

In lore there are lighter powered exoskeletons too. Powered skeletons are called “linear frames”, and can be implanted or external.
