21 years ago or so when I was playing the original Deus Ex, I remember that the random NPCs in different levels would often have pieces of information relevant to the area. For example, a child down by the docks would gladly trade you some food for the location of a hidden control panel and its password he had spotted. In another map, a junkie would trade a hit of a drug for information, while in a 3rd someone in hong kong would tell you some useful information just in passing. In cyberpunk there sadly isn't even an effort to make the responses sensible to the current situation on a surface level, let alone anything to do with your current assignment. For example, there was a video online of a woman at the reception desk of a building just screaming 'I can't take this anymore' when talked to. It's an example of where it would be less damaging to immersion to just disable their ability to be interacted with.
